Abortion is illegal unless there is no other way to save the woman's life, or prevent serious and permanent injury to her health.

The U.S. Agency for International Development (Catalyst Project) funded an event in October, 2003 aimed at the promotion of legalisation of surgical abortion in Peru.

10 members of the Peruvian congress have critised USAID in a letter that expressed concern over the USAID sponsorship of an event aimed at promoting a new proposed law, Bill 7869.

Sections of the proposed bill state:
  • legal barriers to reproductive health include laws prohibiting abortion
  • reproductive health services such as abortion can only be put into practice when they are carried out in properly equipped facilities that are authorized to perform these procedures
