In Bulgaria, abortion on request was available from 1956 to 1968. In 1968 and 1973, laws were passed restricting eligibility for abortion to unmarried women and married women with children. Bulgaria tightened its abortion laws because of declining birth rates.

Bulgaria made abortion on request available to all women in the first 12 weeks, in February 1990. Used as a means of birth control, Bulgaria has one of the highest abortion rates in Europe.
